Your peak is a Monday evening, not a Tuesday lunchtime.
About 8,100 sports and leisure facilities are expected to fall into standard tier. Occupancy swings enormously through the day, which makes the peak figure the whole exercise.

What the count actually looks like.
Everyone present at the same moment, on your busiest realistic day. Not an average, and not just the people who paid.
A community leisure centre at 6pm on a Monday

What catches people out
The parts specific to your sector.
Count the whole site at one moment
Gym, pool, studios, sports hall, café and spectator areas are usually one premises. Add them together at the same instant rather than assessing each in turn.
Freelance instructors still count
Personal trainers, class instructors and coaches are often self-employed. They are present, so they count.
Waiting parents are the forgotten group
A swimming lesson with 30 children brings up to 30 adults who are also in the building.
Trust-run sites need coordination
Where a council owns the building and a trust operates it, work out who the responsible person is and record the answer.
